
The state border, along with national values, language, history, culture, and other national symbols, is one of the most important elements of the sovereignty and independence of the state.
In this regard, one of the most important issues faced by our country immediately after gaining independence was the establishment of border protection structures.
However, during this period, our country became embroiled in deep political contradictions and later in the flames of civil war.
Therefore, I would like to remind you that one of the reasons for the outbreak of the civil war was the insufficient protection of the state border.
In order to quickly establish border security, in November 1992, at the historic 16th session of the Supreme Council, a decision was made, according to which a special border brigade was created within the State Security Committee. Later, by the decision of the Presidium of the Supreme Council, a Border Protection Department was established within this committee.
